SESSION ROOM: CAPITOL SOUTH

The November elections resulted in a switch in control of the House of Representatives from Democrats to Republicans and in a thinner Democratic majority in the Senate. Like all non-defense domestic spending, higher education is likely to face significantly diminished federal support over the course of the next two years as the GOP focuses on cutting the federal budget and reducing the deficit. In addition to budgetary issues, significant policy differences divide the policy community on a range of educational issues, including educational privacy and program integrity. The Department of Education is likely to publish proposed rules to further modify the Family Educational Rights and Privacy Act (FERPA) of 1974 in an effort to allow broader access to educational records. AACRAO and privacy rights groups have expressed grave alarm about the direction that the proposed regulations might take. This session will provide a brief overview of pending legislative and regulatory issues of concern to members of SACRAO. Barmak Nassirian has served as associate executive director of the American Association of Collegiate Registrars and Admissions Officers (AACRAO) since 1998. AACRAO is a nonprofit association of more than 2,300 institutions of higher education and more than 10,000 campus enrollment services officials. Barmak has been active in higher education policy for over 20 years, focusing on a broad range of issues including access, accountability, privacy, and financing.
