You bet - Titanium w/ php support is now available off our website as a free download (licensed under Apache 2, so it will always be free). Go to http://www.appcelerator.com/products/download/ to grab Titanium. More information on how to build desktop apps w/ php is on our documentation site, Codestrong:

Enjoy!
Any questions, please ping me at sschwarzhoff at appcelerator dot com

I'm already working on a Mobile app with Titanium so the fact that PHP was added for the Desktop dev is fantastic, looking forward to hearing more about this.
